He was unequivocal that officers \u201cwill not execute illegal orders,\u201d and stressed that many in the audience were \u201cpersonally embarrassed\u201d\u2014not only for themselves, but for their services\u2014to be dressed down on camera in a way designed for public consumption.<\/p>\n
